- Ban on Sale of Inflammatory Materials: Any sale or distribution of materials that could incite unrest or violence is banned.
- Limitations on Gatherings: Groups of more than four individuals congregating together are not allowed.
- Prohibition of Sectarian Speeches: Any form of speech or rhetoric that promotes sectarian discord or incites violence is forbidden.
These measures are designed to ensure a peaceful observance of Muharram, respecting the solemnity of the occasion and safeguarding public harmony in the region.
