Karachi Traders Announce Citywide Protest Over Finance Bill 2025-26

Traders protest in Karachi intensified on Thursday as the Karachi Chamber of Commerce & Industry (KCCI) launched a citywide campaign against the Finance Bill 2025–26, targeting the controversial Section 37AA of the Sales Tax Act. Banners have been placed across the city, and KCCI warned of escalating action, including possible citywide and nationwide strikes.

KCCI President Muhammad Jawed Bilwani criticized the FBR for introducing an authoritarian measure without consulting real business representatives. He said the FBR ignored the Business Anomalies Committee, which includes presidents of Chambers of Commerce and trade bodies across the country.

Bilwani rejected the Finance Minister’s claim that the budget is “business-friendly.” He said industrialists and exporters see no relief. He listed high energy costs, poor power supply, gas shortages, water issues, and delayed tax refunds as major business hurdles.

Bilwani called Section 37AA a “law of the jungle.” He warned that it lets FBR freeze bank accounts and arrest taxpayers on suspicion. He said this has spread fear among compliant businesses. Many traders now seeking help to move their operations abroad.

KCCI said the traders’ protest in Karachi shows wider unrest in cities like Lahore, Faisalabad, and Sialkot. Bilwani said these cities form Pakistan’s industrial core and top taxpayers, but their concerns are being ignored.

Bilwani further revealed dissatisfaction with the handling of the Business Anomalies Committee meeting. He pointed to technical failures during the online session, a flawed link, and the absence of senior FBR officials. He claimed the meeting ended with most participants walking out and submitting resignations, stating it was unproductive and dismissive.

KCCI demanded the immediate removal of Section 37AA, correction of anomalies, and real consultation with business stakeholders. Bilwani warned that ignoring these demands could trigger shutdowns. He urged the business community to stay united.
