The Ministry of Religious Affairs confirmed that the Hajj and Umrah (Regulation) Act 2024 has been approved and will be enforced to regulate pilgrimage procedures. According to APP, Federal Minister for Religious Affairs Sardar Muhammad Yousaf said the act will ensure accountability in Hajj and Umrah operations and prevent misuse of religious travel.
What is Hajj and Umrah Act in Pakistan?
The Hajj and Umrah Act prohibits sending individuals to Saudi Arabia under pilgrimage visas for begging. According to Sardar Muhammad Yousaf, such practices had caused disrepute for Pakistan. He said pilgrims represent the country as ambassadors and must comply with Saudi laws while performing their obligations.
The Ministry of Religious Affairs stated that Umrah Act includes the regulation of travel operators, visa processing, and contractual obligations of Zaireen Group Organizers. The act emphasizes that Hajj is not a recreational or business trip but a religious duty.
Hajj Quota 2026 in Pakistan
As part of the new policy, the Hajj quota 2026 in Pakistan has been finalized at 179,210 pilgrims. Out of this, 70% will proceed under the government scheme, while 30% will be managed by private tour operators. Arab News reported that Pakistan has completed the full quota allocation for both schemes.
Hajj and Umrah Exhibition 2025 Date and Location
The government is also organizing the Hajj and Umrah Exhibition 2025 in Islamabad from October 24–26. The exhibition will highlight the implementation of the Umrah Act and showcase facilities for Hajj and Umrah pilgrims, while also providing training and regulation awareness for private operators.
The Ministry of Religious Affairs and Interfaith Harmony is overseeing the act’s enforcement through registration of operators, attestation of Umrah contracts, and monitoring of services. Full details on penalties and accountability procedures are expected in upcoming guidelines.
