Aseefa Bhutto Zardari has urged the federal and provincial governments to use the Benazir Income Support Programme (BISP) for immediate relief to millions affected by the 2025 Punjab floods. In a post on X (formerly Twitter), the PPP leader said more than four million people have been displaced and warned that not utilising BISP for relief would delay assistance.
Aseefa Bhutto stated that BISP has verified household data and a nationwide payment network capable of delivering cash transfers quickly to flood-hit families. She said ignoring BISP would undermine transparency and slow the process of reaching farmers and daily wage earners in Punjab.
The PPP has repeatedly demanded that Punjab distribute flood compensation through BISP, citing its existing beneficiary database and biometric system. The Punjab government, led by PML-N, has rejected the proposal and announced its own provincial relief card system. Punjab Information Minister Azma Bokhari said the province will issue payments directly through provincial mechanisms instead of BISP.
The dispute over BISP indicates larger differences between ruling PML-N of Punjab and federal PPP. According to the PPP leaders, BISP funding and infrastructure will provide the opportunity to distribute financial assistance to the victims of the floods equally, whereas PML-N continues to insist that provincial relief cards will allow the Punjab to have a greater control over resources and verification.
With provincial reports, more than four million individuals in Punjab, hit by heavy rains and flash floods. The Punjab government declared compensation packages such as payments on damaged crops and destroyed houses but the schedule on when paid compensation still not clear.
Federal officials have yet to confirm whether BISP will be integrated into Punjab’s relief efforts. Talks between PPP and PML-N are expected to continue as both parties face pressure to deliver immediate support to displaced families.
