The Benazir Income Support Programme (BISP) under the 8171 Kafalat Program has started the October–December 2025 tranche, disbursing Rs. 13,500 per eligible household. This marks an increase from Rs. 10,500 earlier in the year. Over 10 million families are expected to receive the payment, with a total allocation of Rs. 716 billion for FY 2025–26.
The eligibility is based on National Socio-Economic Registry (NSER) and Poverty Means Test (PMT) with a cutoff score of less than 32. The program is excluded on government workers, pensioners and households that have luxury assets or have travelled to foreign countries.
BISP October 2025 Camp Payment Locations Update
A significant alteration has been experienced in the BISP October 2025 camp payment locations. The new retail payment model means that traditional payment camps have been permanently shut down in Pakistan since June 16, 2025. The money is now sent through authorized shops and partner banks and authorized agents, rather than temporary camps.
The new system will improve on the transparency, reduce crowding and also contribute to the faster access of funds in the urban and rural areas. But even the high-volume districts continue to have one-window re-verification centers that are temporary.
BISP October 2025 Payment Schedule
BISP October 2025 payment schedule is based on a gradual implementation to facilitate a smooth disbursement:
- Phase 1 (Early October) – Completed in select districts such as Rahim Yar Khan.
- Phase 2 (October 1–15) – Active in multiple districts across Punjab, Sindh, KP, and Balochistan.
- Phase 3 (Mid–Late October) – Ongoing as of October 10 for remaining urban and rural zones.
- Phase 4 (Late October–Early November) – Scheduled for final regions after verification.
Official SMS notifications are sent to the beneficiaries by 8171 to confirm their eligibility, amount, and date of payment.
According to the new organizational structure, temporary and semi-permanent disbursement points will be introduced in place of the BISP October 2025 camp payment locations. The beneficiaries may get the payments in the following legitimized ways:
Payment Method | Description | Availability |
---|---|---|
Authorized Shops / Retail Outlets | Linked with HBL and other partner agents; beneficiaries can collect payments using CNIC only. | Nationwide; check nearest shop via 8171 SMS or helpline. |
Partner Banks (HBL, Bank Alfalah) | Direct transfer to BISP-linked accounts or biometric ATMs; includes a pilot digital wallet program launched in August 2025. | Available in major cities including Karachi, Lahore, Quetta, Peshawar, Gilgit, and Muzaffarabad. |
Authorized Agents / Tehsil Offices | Used for re-verification or payment issues through “one-window” setups. | Active in select tehsils and districts; updated via 8171 portal. |
Former Camps | Officially closed; all payments redirected to digital and retail channels. | N/A – no cash distribution at camp sites. |
Nearly 90% of BISP October 2025 payments are expected to be distributed through these shops and banks, replacing the old camp payment locations.
