The Federal Board of Revenue (FBR) issued new updates to the electronic income tax return form, effective for Tax Year 2025. The revised form aims to streamline the tax filing process for salaried individuals and small businesses. The announcement was made by Federal Finance Minister Muhammad Aurangzeb during the fiscal budget speech on June 10, 2025.
The new electronic income tax return form replaces the previous 800-column version and now focuses on seven key information categories. Despite being labelled “simplified,” the form extends across 25 pages and is applicable to salaried individuals, small business owners, and professionals.
The updated form is part of the IRIS e-filing system and was notified through:
- S.R.O. 1212(I)/2025 – Draft return form for companies
- S.R.O. 1213(I)/2025 – Amendments to Income Tax Rules, 2002
Stakeholders can submit feedback within seven days of the official Gazette notification. The changes fall under Section 237 of the Income Tax Ordinance, 2001.
Income Tax Filing Deadline 2025
- Individuals and AOPs: September 30, 2025
- Companies: December 31, 2025
- Threshold: Individuals earning above PKR 600,000 annually must file returns
Income Tax Slabs in Pakistan 2025
- Income up to PKR 600,000: Tax-exempt
- Income from PKR 600,000 to PKR 1,200,000: Taxed at 1%
- Higher income: Progressive tax rate increases based on income level
The Finance Act 2025 includes adjustments in tax slabs, including relief for low and middle-income salaried taxpayers.
To be included in the ATL, individuals must file returns by the due date. The ATL is updated annually on March 1. Non-filers are subject to penalties under Section 182 of the Income Tax Ordinance, 2001.
The draft return forms are open for public review until mid-July 2025. Final versions will be released after FBR considers stakeholder feedback. Taxpayers are advised to review the draft forms and file returns through the IRIS portal within the deadline.
