ABAD Offers 700-Day Plan to Fix Karachi’s Crumbling Buildings

The Association of Builders and Developers of Pakistan (ABAD) has offered to reconstruct or repair dilapidated buildings in Karachi, including those in Lyari, within 700 days. ABAD Chairman Muhammad Hassan Bakhshi made the statement during an emergency press conference held on Tuesday at ABAD House.

The announcement came after a building collapse incident in Lyari, which Bakhshi attributed to official negligence. He said 12 such incidents have occurred over the past seven years, resulting in over 150 deaths. He stated that ABAD is actively identifying hazardous buildings and is prepared to take up reconstruction.

According to Bakhshi, illegal floors are being added to old buildings, risking lives. He called on the Sindh government to take strict action against those involved in constructing unsafe buildings using poor-quality materials. He also noted that such construction is being allowed with the involvement of local authorities and police.

Bakhshi warned that in the event of an earthquake, many buildings in Karachi built with substandard materials could collapse. He urged institutions like NESPAK and NDMA to assess structural safety and participate in preventive measures.

He said that in areas like Delhi Colony, Liaquatabad, and Lyari, thousands of dangerous buildings exist. Residents are forced to live in such structures due to the housing shortage in Sindh.

He revealed that authorities such as MDA and LDA collected over Rs. 25 billion from citizens in the name of residential schemes, but many of these schemes remain unfulfilled. He stated that if the Sindh government instructs ABAD to construct 100,000 homes, they are ready to start immediately.

ABAD also suggested that the Sindh government collaborate with Chinese companies to meet public housing needs.

Earlier, the Sindh government announced compensation of Rs. 1 million for victims of the Lyari collapse. Bakhshi said no financial compensation can replace lost lives, and immediate policy decisions are needed.
