Did K-Electric Ignore NEPRA’s Show-Cause Notice? Loadshedding Continues in Karachi

K-Electric submitted a response to the show-cause notice issued by the National Electric Power Regulatory Authority (NEPRA) over continued loadshedding in Karachi. The notice, issued on June 23, 2025, gave K-Electric a 15-day deadline to respond or face a fine of up to Rs. 200 million.

NEPRA directed K-Electric to justify the extended load shedding, which violated the National Transmission and Dispatch Company (NTDC) instructions, which limit load shedding to 30%. K-Electric also asked to provide a detailed plan regarding power supply and loadshedding management, including prioritization of residential, commercial, and industrial sectors.

The notice warned that failure to respond within 15 days would lead to a Rs. 200 million penalty, with an additional Rs. 100,000 fine per day for further delays.

When contacted, K-Electric representatives confirmed the response was submitted but stated it will not be shared with the media. They said the reply would be available on NEPRA’s website. As of July 15, no update regarding the response has been posted on NEPRA’s site.

NEPRA officials confirmed receipt of the reply and said a hearing will be conducted under regulatory procedure. A decision will then be made on whether K-Electric will face penalties or other action.

Former K-Electric employee Anil Mumtaz claimed NEPRA has issued several notices in the past over similar issues, but K-Electric continues to violate directives. He also alleged that loadshedding has now expanded to previously unaffected areas.

NEPRA’s notice highlighted that in some areas, K-Electric is disconnecting feeders due to electricity theft, impacting paying consumers. NEPRA questioned the legal basis for these shutdowns.
