NEPRA Approves K.E Tariff Hike: Karachi Bills to Rise by Rs 700-1500

NEPRA approved K-Electric’s Multi-Year Tariff (MYT) for 2023–2030, raising the base tariff by Rs. 6.15 per unit to Rs. 39.97, making electricity in Karachi the most expensive in Pakistan.

Despite objections from the Ministry of Energy, the National Electric Power Regulatory Authority (NEPRA) issued the revised MYT for K-Electric. The increase expected to raise monthly electricity bills in Karachi households by Rs. 700 to Rs. 1,500.

According to sources, the tariff revision will affect low- and middle-income consumers in Karachi, who now face the highest electricity rate in the country. Federal Minister for Energy Awais Leghari termed the decision “unwise” and claimed it will create pricing disparities nationwide.

The minister stated that NEPRA allowed K-Electric to operate under a profit model similar to Independent Power Producers (IPPs), which is financially unsustainable. He also said that K-Electric has not made any new foreign investments, yet has been allowed to earn profits in US dollars.

Jamaat-e-Islami Karachi leader Munim Zafar Khan rejected the NEPRA decision, calling it unjustified. He said NEPRA ignored multiple review petitions submitted by political and public stakeholders and gave K-Electric exemptions not given to other DISCOs.

NEPRA’s own data shows K-Electric’s recovery rate dropped to 91.5% and expected to fall further, but compensation is being allowed on 92.76% recovery. This puts the burden of inefficiency, line losses, and theft on regular bill-paying consumers.

NEPRA also accepted inflated investment claims without investigation. Additional benefits in depreciation and interest payments have further increased K-Electric’s profit margin.

Jamaat-e-Islami has demanded immediate cancellation of the MYT and a transparent revision based on legal review petitions. They also called for withdrawal of all IPP-model benefits granted to K-Electric. Karachi consumers continue to bear the cost of inefficiency and load shedding while paying the highest electricity rates in Pakistan.
