The Counter Terrorism Department (CTD) Sindh claimed to have arrested a terror network of the Indian intelligence agency Research and Analysis Wing (RAW) which was involved in terrorist attacks and the financing of killings being carried out in Karachi. The raid uncovered a terrorist cell base and plainly indicated direct engagement of the Indian intelligence agency.

Murder Case Leading to RAW Terror Network

The case started with the murder in Matli Badin on 18 May 2025. Abdul Rehman, a welfare worker, was killed, and CCTV along with eyewitnesses identified suspects. On 8 July, CTD arrested four individuals. Weapons and a motorcycle used in the incident were recovered.

RAW Mastermind and Recruitment Chain

Investigations confirmed that the attack was planned by RAW agent Sanjay Sanjeev Kumar alias Fauji, residing in a Gulf state. He recruited Salman from Sheikhupura to organize the killing. Salman formed a group including Umair, Sajjad, Ubaid, and Shakeel. After the murder, Salman escaped through a Gulf country and later fled to Nepal.
