NADRA has officially implemented amendments to the National Identity Card Rules 2002 following directions from the Federal Minister for Interior. The reforms, approved earlier by the federal cabinet, are now in effect.
According to NADRA, the key focus of these changes is to upgrade the identity registration process, reduce the risk of fake entries, and introduce a secure verification system across Pakistan.
NADRA B-Form Updates 2025
- Union Council birth registration is now mandatory for obtaining a B-Form (Child Registration Certificate).
- Children under 3 years are exempt from photo and biometric data.
- Children aged 3–10 years must provide a photo and iris scan.
- Children aged 10–18 years must provide a photo, fingerprint biometrics, and iris scan.
- Every child will be issued a separate B-Form with an expiry date.
- Existing B-Forms will remain valid, but new B-Form is required for passport applications.
NADRA FRC and CNIC Reforms
- The Family Registration Certificate (FRC) now holds legal status.
- Applicants must submit a declaration confirming the accuracy of information listed in the FRC.
- FRC can now be issued only based on NADRA’s recorded data.
- FRC will cover family types (Alpha, Beta, Gamma) and require details for polygamous marriages.
- Women can now choose between father’s or husband’s name on their CNIC.
Additional NADRA Policy Updates
- NADRA has introduced a “voluntary correction” option for citizens to legally correct misinformation in records.
- Dispute resolution for CNIC, FRC, CRC must be completed within 30 days through designated boards at district, regional, and HQ levels.
- Teslin chipless cards will now carry Urdu-English content, QR code security, and smart features, issued at no extra cost.
These NADRA reforms are aimed at improving identity verification systems, controlling fake identity registrations, and strengthening national database integrity. The rules also focus on securing children’s identity data and streamlining the passport application process with updated documentation requirements.
