PTA Implements Stricter Rules for Mobile SIM Issuance to Curb Illegal Practices

In a bid to crack down on the issuance of illegal SIM cards, the Pakistan Telecommunication Authority (PTA) has introduced significant changes to the process of acquiring and activating SIMs. Effective January 24, the new standard operating procedures (SOPs) aim to address the misuse of multiple SIMs by individuals in a single day.

Key Changes:

  1. Extended Activation Time: The second new SIM for an individual will now be available and activated within seven days, compared to the previous timeframe of eight hours. The first new SIM and duplicate SIM cards will still be issued and activated within the initial eight-hour period.
  2. Universal Applicability: The new SOPs apply to all mobile operators, customer service centers, franchisees, and retailers. Additionally, the National Database and Registration Authority (NADRA) will implement these procedures in its system.

Reasons Behind the Changes:

The PTA decision comes in response to the rampant issuance of multiple SIMs to a single user within a short span, often facilitated by fraudulent practices such as fake thumb impressions. The misuse of these SIMs has been linked to cases where fraudsters install messaging applications like WhatsApp using SIMs registered in someone else’s name.

Anticipated Impact:

Officials from the PTA believe that the revised SOPs will significantly reduce instances of forgery and fraud related to SIM card issuance. By extending the activation time for the second SIM, the authorities aim to deter individuals from acquiring multiple SIMs on the same day using deceptive means.

The move is part of a broader effort to enhance security measures within the telecommunication sector and protect consumers from potential misuse of their personal information.

As the new procedures take effect, mobile users and industry stakeholders are expected to adapt to the changes, contributing to a more secure and regulated environment for mobile communication in Pakistan.
