Punjab Government Implements 50% Co-payment for Health Card Claims to Ensure Sustainability

In a significant development, the Punjab government has decided to increase the co-payment under the Sehat Sahulat Programme to 50%, effective from Tuesday. This decision, mandated by the Punjab Health Initiative Management Company (PHIMC), aims to evenly distribute the financial burden between the government and patients for procedures conducted in private hospitals.

The Sehat Card initiative, which provides health coverage, has seen a series of adjustments, with the co-payment previously raised from 30% to 40% for applicable procedures in private healthcare facilities. The latest directive eliminates exemptions for specific services, such as oncology and dialysis, as of January 10, 2024.

Dr. Ali Razzaque, CEO of PHIMC, emphasized the need for a 50% co-payment to discourage the misuse of free treatment in the private sector. This move is expected to contribute to the financial sustainability of the Sehat Card initiative, which has incurred substantial costs for the Punjab government.

Despite the government’s substantial investment of Rs100 billion in premiums to the State Life Insurance Corporation of Pakistan (SLIC), teaching hospitals are grappling with monthly losses. Caretaker Health Minister Dr. Javed Akram has reassured the public of reduced government liabilities and increased budgets for medicines. However, he acknowledged the challenges faced by hospitals, which are seeking additional funds from the health department.

Patients are currently experiencing difficulties due to financial constraints in the healthcare sector. The increased co-payment is a strategic step to address these challenges and ensure the long-term viability of the Sehat Sahulat Programme. The government is committed to balancing the financial aspects while continuing to provide essential healthcare services to the people of Punjab.
