SC Nullifies Notification Renting Out Luxury Vehicles to Ex-Ministers

KARACHI: The Supreme Court nullified provincial government notification that allows renting out luxury vehicles to former ministers and officers.

The notification was made void by the Supreme Court during a hearing on Wednesday. The hearing was pertaining to use of luxury cars by former ministers and officers beyond entitlement. A three-member bench headed by Chief Justice, Mian Saqib Nisar heard the case in Supreme Court’s Karachi registry.

During the hearing, Sindh Advocate General Barrister Zamir Ghumro presented a report on behalf of secretary for services, general administration and coordination department. In the report it said that the SGACD had recovered 149 luxury vehicles from the former ministers.


CJP Saqib Nisar inquired where were the cars that had been retrieved from the former ministers. To which Barrister Zamir Ghumro informed him, the cars were parked in the department’s transport pool.

The top judge then inquired how will the cars be dispensed and used in the future. To which Sindh Advocate General said there are guidelines for that provided by the department. Barrister Ghumro provided CJP with a copy of the notification used for regulations.

He told the top judge that the cars will be provided to ministers, secretaries and officers for field tours on certain conditions.

The notification stated that the ministers needed permission prior to being given the vehicle. After which the ministers could use the car asked, for the specific purpose given by the ministers. The cars could not be used for any other purpose and exceeding period of permission to use would result in a fine. A fine of 25,000 would be imposed on the person using the car per day after exceeding time limit.

This concept enraged the top judge to which he said that now Sindh Government will rent out cars to ministers. He added that nothing was being done right in Sindh.

The CJP observed that ministers and officers would keep these luxury cars whole day aided by this notification. He added that ministers do not like any vehicle less than a Pajero.

He nullified the notification and adjourned giving a new date for the case to be heard along with other similar cases at Islamabad.
