The “NEPRA Solar Consumer Regulations 2025,” which were recently authorized by the Ministry of Energy, represent an important development for green energy. New Buyback Rates for Solar Net Metering Pakistan

The biggest change hits your wallet directly. The government slashed the buyback rate from nearly Rs. 26 per unit to just Rs. 11.00 per unit. While you sell your excess power at this low price, you still buy grid electricity at the full retail rate of Rs. 60 or more.

Key Policy Changes in 2025

Under the new solar net metering Pakistan framework, contract periods are now shorter. New agreements last only 5 years instead of the previous 7. Furthermore, you can no longer install a system larger than your sanctioned load. For example, if your meter load is 10kW, your solar system is now capped at exactly 10kW.

Mandatory Licensing and Technical Rules

NEPRA has introduced a license requirement on all users of solar systems even small systems less than 25 kW. Home users were previously not subjected to this paperwork. To control this, DISCOs such as LESCO and K-Electric are replacing their meters with smart meters to monitor the real-time. These are the devices that make sure that you will not be able to export more than you are allowed by your limit because the grid now has new stricter stability limits.
