PTA Mobile Import Policy: Annual Device Limit is Now Five

The Pakistan Telecommunication Authority (PTA) has issued the �Type Approval Technical Standards Regulations 2021.� The new PTA Mobile Import Policy allow a person to import only five mobile devices for personal use in a year. Foreign missions, including high commissions and embassies, will submit Certificate of Compliance requests to the Ministry of Foreign Affairs for the import of telecommunications equipment. They will have to apply for type approval for terminal equipment after submitting the necessary documents/samples/fee to the Pakistan Telecommunication Authority (PTA).

The PTA will not accept duplicate, cloned, stolen, or counterfeit mobile devices for issuing a Certificate of Compliance (COC). It has the authority to cancel or suspend the COC issued if the product is imported or sold is found to have manufacturing flaws. Also if it is hazardous to health or safety, or does not meet the standards stated at the time the COC was granted. Furthermore, IMEIs for devices will only contain GSMA-issued Type Allocation Codes (TACs). It will not include those blacklisted by the PTA. Here you can find how to register phone with PTA.

According to the PTA Mobile Import Policy, all type approval holders and persons importing PTA type-approved terminal equipment and mobile devices for sale and marketing in Pakistan must ensure that they will establish a customer service or after-sales mechanism for the convenience of their customers. Moreover, obtain the COC for parts imported for after-sales provision through telecommunications. If the applicant is a foreign entity, then they must provide the following documents for type approval process, issued by their home country:

  • Company registration
  • Authorization from the board of directors to apply for PTA type-approval
  • Shareholder details of the board of directors of the manufacturer of the devices.

Moreover, all terminal equipment with wireless functionality must operate non-interferingly within the PTA/FAB-allowed frequency spectrum.
