Albania introduced the world’s first AI-generated minister as Diella, delivered her first speech in parliament appointed earlier this month.
Albania’s Prime Minister Edi Rama appointed Diella AI minister on September 11, 2025, as part of his fourth-term cabinet. Diella has been assigned the portfolio of Public Procurement, making Albania the first country to give an AI system ministerial responsibilities.
The Albanian AI minister was first initiated in January 2025 as the e-Albania platform to help citizens with official services and documents. The AI subsequently enhanced to monitor the procurement activities with the intention of minimizing corruption and promoting transparency.
On September 18, 2025, the Diella AI minister addressed parliament via video screens. She said: “I am not here to replace humans but to help them. Some have called me unconstitutional because I am not human. The real threat to the constitution comes not from machines but from inhumane decisions of those in power.”
The AI minister emphasized transparency, accountability, and fairness in public tenders and procurement decisions.
