SECP Approves Shariah-Compliant Digital Financing of Up to Rs 3 Million for Small Businesses

The Securities and Exchange Commission of Pakistan has approved a Shariah-compliant digital financing facility for small businesses. Eligible business owners can get financing of up to Rs 3 million through the Shaamilkar Tajir digital app.

The SECP announced the approval on 18 September 2026. The facility aims to improve access to formal financing for small businesses that have limited access to credit

Under the facility, traders can apply for financing through the Shaamilkar Tajir app. The financing can be used to purchase business goods from approved suppliers. The digital process is designed to provide a simpler route to formal credit.

Digital Financing and Consumer Protection

SECP Chairman Dr. Kabir Ahmed Sidhu said digital distribution channels can help provide financing to businesses that have been unable to access credit.

He said the SECP would focus on expanding digital financing while ensuring consumer protection. The regulator has also been pursuing wider digital financial services and financial inclusion under its current reform agenda.

The approval comes as the government continues efforts to expand access to finance for small and medium-sized businesses. The Finance Division reported that SME financing reached Rs1.067 trillion by the end of August 2026. The financing covered 323,987 borrowers.

Small Business Financing

According to the SECP, non-bank financing companies provided Rs253 billion in financing to micro, small and medium-sized businesses during the past year.

The SECP said around 2.5 million people received small-business financing during the same period. The new digital facility is intended to further expand access to formal credit through technology.
