Electricity Prices Rise by Rs. 1.11 per Unit in October 2026 Across Pakistan

The National Electric Power Regulatory Authority (NEPRA) notified the positive Fuel Charges Adjustment (FCA) for August 2026. The authority attributed the increase to higher fuel costs for electricity generation.

According to NEPRA’s notification dated October 7, the actual fuel cost stood at Rs. 8.21 per kilowatt-hour (kWh) in August. The reference fuel cost was Rs. 7.10 per kWh. The difference adds Rs. 1.11 per unit to consumers’ bills.

The adjustment will add an estimated Rs. 16 billion to electricity bills nationwide.

Who Will Pay the Additional Electricity Charges?

The adjustment applies to consumers served by ex-WAPDA distribution companies and K-Electric. Lifeline consumers, electric vehicle charging stations and prepaid consumers who have opted for prepaid tariffs are exempt.

The adjustment also covers electricity consumption under the Incremental Consumption Package. Distribution companies and K-Electric must show the charge separately on October bills. If a bill was issued before the notification, the company may recover the amount in the following billing month.

NEPRA said the adjustment follows amendments to the law that allows the authority to revise approved tariffs in response to changes in fuel costs. The regulator also directed electricity providers to follow relevant court orders while implementing the adjustment.

SHC Suspends NEPRA Orders on K-Electric Tariff

Separately, the Sindh High Court (SHC) suspended NEPRA orders and related notifications concerning K-Electric’s multi-year tariff for the financial years 2024 to 2030.

K-Electric challenged decisions issued by the NEPRA Appellate Tribunal on September 23, 2026, along with NEPRA’s review determinations and subsequent notifications. The company argued that the changes affected the financial viability of its approved tariff.

K-Electric’s counsel, Barrister Ayan Memon, argued that NEPRA could review tariff matters but could not determine a new tariff afresh through the review process.

NEPRA’s counsel maintained that the authority had the legal mandate to determine K-Electric’s tariffs. The court issued notices to NEPRA and other respondents and directed them to submit replies by October 15.

The court’s interim order concerns the disputed K-Electric tariff decisions. It is separate from the August fuel cost adjustment notified for October billing.
