NEPRA Removes License Requirement for Solar Systems Up to 25kW, Eases Solar Approval Process

The National Electric Power Regulatory Authority (NEPRA) has announced a major relief for solar energy consumers by amending the NEPRA Solar Regulations 2026 and removing the mandatory licensing requirement for solar systems up to 25 kilowatts (kW).

In the latest NEPRA notification, consumers with solar installations of 25kW or less will no longer require a separate license or prior approval from NEPRA. The transfer is likely to streamline the solar installation process in Pakistan and promote the adoption of solar energy solutions by households and businesses.

NEPRA Solar Regulations 2026: New Approval Process

The solar regulations have revised under NEPRA that now place the responsibility of approving solar systems of up to 25kW with the corresponding electricity distribution companies (DISCOs).

The DISCOs will directly take up applications, verify documents and approve small-scale solar systems. The move intended to minimize delays and streamline the net metering application process for solar consumers.

Solar Energy Adoption in Pakistan to Get Boost

NEPRA said the amendments aim to encourage Pakistan’s renewable energy and ease the burden on solar users.

The lifting of the licensing requirement likely to improve the lives of those who use solar panels for their homes or small businesses, as they previously required to meet extra conditions to connect to the national grid.

Previous Net Metering Policy Changes Faced Criticism

In Pakistan, NEPRA had implemented updates to the net metering policy earlier in February with certain new requirements and fees for small solar consumers. Consumers and political parties criticized the Government’s decision to make NEPRA licensing compulsory for some solar users.

Thereafter, PM apprised of the public response and instructed the Ministry of Energy to look into the licensing process for small solar systems.

Government Moves to Facilitate Solar Consumers

As a result of recommendations by the Ministry of Energy, NEPRA officially issued the amendments to Solar Regulations 2026, removing the license requirement for solar systems up to 25kW.

The new ruling will bring comfort to thousands of consumers of solar energy in Pakistan and help the government push for more clean energy in the country.
