PTA Supports Tax Adjustment to Make Smartphones Affordable in Pakistan

The PTA supports a strategic review of mobile device taxes. The telecom regulator aims to improve smartphone accessibility while safeguarding local manufacturing and stopping illegal market practices

Official Pakistan Telecommunication Authority (PTA) documents clarify that the authority holds a strictly technical role which focuses on evaluating mobile devices. Responsibilities for imposing, assessing, collecting, and administering duties and taxes remain solely under the Federal Board of Revenue (FBR). Despite these boundaries PTA backs tax rationalization policies to support the federal government’s broader digital transformation goals.

Balancing Affordability and Domestic Production

The PTA emphasizes that any updated tax framework must balance consumer smartphone affordability with the long-term feasibility of local manufacturing sector of Pakistan. Authorities must carefully adjust the tax structure to protect domestic assembly lines from being compromised by an arrival of completely built-up (CBU) imports

A balanced tax regime helps lower prices for everyday users. Lower prices discourage grey-market channels, unauthorized imports, and illegal activities such as International Mobile Equipment Identity (IMEI) manipulation.

Senate Committee Briefing

This stance was part of a briefing prepared for the Senate Standing Committee on Cabinet Secretariat. Lawmakers met with officials from the PTA and Pakistan Customs to discuss the value of imported mobile phones, the re evaluation of older models, and the adjustment of related fees for these devices.
