New CNIC Rule in Pakistan: NADRA Simplifies Process

The National Database and Registration Authority (NADRA) has introduced new regulations for the issuance of Computerized National Identity Cards (CNICs), aiming to simplify the process for first-time applicants and improve administrative transparency.
Under the revised policy, signatures have been made optional for first-time CNIC applicants. If an applicant is unable to provide a signature, the system will automatically enter “NA” in the signature field on the identity card.
NADRA has also clarified that no thumb impression or alternative mark will be printed on CNICs, and thumbprint images will not be used in the application process due to concerns over forgery and misuse. The authority has also restricted applicants from uploading thumbprint images through the mobile application.
Officials said the new measures are designed to make identity registration easier, especially for illiterate applicants, while strengthening data security and reducing the risk of identity fraud.
Meanwhile, NADRA has urged citizens to stay updated with registration requirements, including timely renewal of CNICs and completion of child registration (B-Forms), as revised fees and penalties may be introduced following the 2026–27 federal budget.
How to Apply for First-Time CNIC (Step-by-Step Guide)
If you are applying for a CNIC for the first time, follow these steps:
1. Visit NADRA Registration Center
Go to your nearest NADRA office or Registration Center with your original documents.
2. Required Documents
- Birth certificate or B-Form
- Parents’ CNIC copies
- Any supporting identification documents (if required)
3. Biometric Data Collection
NADRA will collect:
- Photograph
- Fingerprints
- Personal information (name, address, date of birth)
Note: Signature is now optional for first-time applicants. If not provided, “NA” will be printed in the signature field.
4. Form Verification
Review your data carefully before final submission to ensure accuracy.
5. Issuance Process
After verification, your CNIC will be processed and issued within the standard timeframe.
