Pakistan E-Passports 2026: Cashless Fee System, Online Application & Home Delivery Planned

Pakistan is preparing a major digital transformation of its passport system, moving towards exclusive issuance of e-passports, while also eliminating cash payments for passport fees as part of new reforms aimed at modernization and convenience.
The decision was taken in a high-level meeting chaired by Director General Immigration and Passports Muhammad Ali Randhawa, under the directions of Interior Minister Mohsin Naqvi.
Key Changes Announced in Passport System
1. Cashless Passport Fee System from July 1, 2026
From July 1, 2026, passport fee payments will no longer be accepted in cash.
- Only QR code-based digital payments will be allowed
- All passport offices across Pakistan will adopt the system
- Aim: reduce corruption risks and speed up processing
2. Shift to Only E-Passports
The government plans a gradual transition from Machine Readable Passports (MRPs) to fully electronic passports (e-passports) in line with International Civil Aviation Organisation (ICAO) standards.
- Enhanced biometric security
- Improved global travel authentication
- Phased replacement of old passport systems
3. Passport Mobile App Launch
A dedicated passport mobile application is being developed.
Through the app:
- Citizens can apply for passports online
- Overseas Pakistanis will also be able to apply remotely
- Tracking and updates will be available digitally
4. Doorstep Passport Delivery
In a major convenience upgrade, applicants will be able to receive passports at home.
- Delivery partners: TCS and DHL
- Reduces need for repeated office visits
- Expected to ease congestion at passport centers
Objective of the Reform Plan
Officials stated that the initiative is designed to:
- Modernize Pakistan’s passport system
- Improve transparency and efficiency
- Reduce overcrowding at passport offices
- Align with global digital identity systems
