Is Government Planning to End Fuel Subsidy in Pakistan?

The National Steering Committee on Fuel Subsidy has agreed in principle to phase out the government’s fuel subsidy programme, as international oil prices have recorded a significant decline, reducing the need for direct price support. The final approval of the decision will be taken by Prime Minister Shehbaz Sharif.

The development occurred at the seventh meeting of the National Steering Committee on Fuel Subsidy, chaired by the Deputy Prime Minister and Foreign Minister Ishaq Dar.

Subsidy Programme Review

The committee discussed the existing fuel subsidy mechanism for key sectors such as motorcyclists, small farmers, public transport operators, goods transport services in the provinces of Pakistan, according to a formal statement.

The recent drop in crude oil prices worldwide has already been felt by consumers in terms of lower fuel prices, the officials added, meaning that the foreseen relief from the oil price collapse has been delivered without the need for further government measures.

Shift Toward Targeted Relief Systems

In the meeting, Ishaq Dar thanked all the provinces for their cooperation in the implementation of the subsidy programme. He also called on officials to formally document its difficulties and lessons during its operation to help in future policy design.

The committee highlighted gaps in data collection and delivery systems and called for more targeted, efficient and transparent future subsidy or relief programmes.

High-Level Participation

Senior officials such as the Special Assistant to the Prime Minister, Secretaries of Petroleum and Information Technology divisions, Governor SBP, and representatives from all four provinces, Gilgit-Baltistan and Azad Jammu and Kashmir attended the meeting.

Policy Direction

The change, if formally approved by the prime minister, would represent a big change from the current broad fuel subsidies to market-based pricing while providing limited targeted relief to vulnerable groups.

Officials indicated that the government aims to ensure fiscal sustainability while maintaining protection for low-income transport users and agricultural sectors where needed.
